Etat d’avancement du projet :
En fin d’année 2017 l’EPAPS Paris Saclay a retenu le lauréat du concours de maitrise d’œuvre pour l’aménagement du futur quartier gare. Il s’agit de l’atelier Marniquet-Aubouin.

Depuis des réunion s’enchainent notamment sous l’égide de SQY et du bureau d’étude SYSTRA, pour l’étude d’intermodalité de la future gare. Y sont représentés outre la SQY, la SGP, La région IdF, l’EPA Paris Saclay, la CCI, les villes de Guyancourt, Magny les Hameaux et Voisins-le-Bretonneux, le Conseil Départemental, la CODESQY, la Direction Départementale des territoires, et également la Direction Immobilière de Renault, SQY Bus et le Syndicat des taxis des Yvelines.

La dernière réunion relative à ce sujet a eu lieu en juillet dernier. De quoi s’agissait-il ?
– du dimensionnement du parking relai
– de l’organisation de la gare routière
– et de façon plus générale, de la trame viaire autour du futur quartier. C’est à dire de l’organisation future des rues et routes adjacentes et de celles traversant le quartier.

Implication de l’ADHAVE :
Malgré nos multiples demandes, et l’aval donné par l’EPAPS pour que l’ADHAVE fasse partie du tour de table de la concertation, nous n’avons à ce jour aucun document officiel concernant les aménagements futurs projetés par l’Atelier Marniquet-Aubouin. Mais nous sommes très attentifs à toutes les informations d’ordre non confidentiel, qui peuvent être portées à notre connaissance avec le bon vouloir de l’un ou l’autre des participants.

Quels sont les enjeux pour Voisins-le-Bretonneux ? :
On peut lire sur un des slides projetés lors de la réunion de juillet évoquée ci-dessus : « Le dévoiement de la RD91 est un préalable à la conception du PEM » (pôle d’échange multimodal)!

Donc les discussions et échanges en cours pour le positionnement futur du parking relai et de la gare routière partent du principe que le dévoiement de la RD91 est acté.

En conséquence de quoi, toute la circulation issue de la Minière dans le sens Versailles – Dampierre et également à l’inverse celle issue de la vallée de Chevreuse et se dirigeant vers Versailles, seront déviées par le CD36. Nul doute que la ville de Voisins-le-Bretonneux sera très fortement impactée. En effet, une majeure partie de cette circulation continuera de vouloir rejoindre l’axe de la RD91 traversant le centre de Voisins par les rues Hélène Boucher et de Port Royal. A la différence près (par rapport à la situation actuelle) que cela se fera par le biais d’une traversée du rond point de la place du Général de Gaulle à Guyancourt, de celui des Mines à Magny les Hameaux, du carrefour à feux tricolores de la route de Chateaufort avec la rue François Couperin (entrée du quartier de la Bretonnière), et d’un tourne à gauche qui deviendra critique au carrefour de la route de Chateaufort et de la rue Hélène Boucher.
La complexité de ce nouvel itinéraire et le temps supplémentaire nécessaire à la traversée de notre commune incitera sans nul doute les usagers à rechercher de raccourcis. L’un d’eux consistera à traverser le quartier de la Bretonnière par la rue Henri Matisse. Et pour ceux qui se dirigent vers la vallée de Chevreuse, la rue des Fraisiers et la rue Aux Fleurs leur permettront d’éviter le tourne à gauche du carrefour de la rue Hélène Boucher (face au Campanile). Ce sera tout au moins le cas des 1300 habitants supplémentaires du futur quartier gare, des salariés travaillant dans les futurs immeubles tertiaires de ce quartier, et des usagers fréquentant la ligne 18 de métro.
(Voir carte ci-dessous, sur cette carte toutes les parties colorées correspondent à l’ensemble des constructions nouvelles projetées)

Trop c’est trop, il faut que la ville de Voisins réagisse. Mais est-ce le cas ? Malheureusement NON :
Nous avons écrit à Mme le Maire le 14 octobre dernier, pour lui faire part de notre inquiétude, et lui demander que la municipalité de Voisins s’en tienne à une position intangible qui consiste à dire : pas de dévoiement de la RD91 sans réalisation préalable du contournement Sud de Voisins. (voir courrier dans documents)
La réponse par courrier en date du 6 novembre, n’est pas de nature à nous rassurer (voir courrier dans documents) : « Cette solution se heurte à une contrainte très forte…………..ce site ne sera jamais déclassé…….les Vicinois m’attribuent des pouvoirs dont je ne dispose pas…………..J’ai tout de même écrit en début d’année aux Présidents de la SQY et du Conseil Départemental pour leur faire part de ma plus grande réserve sur le dévoiement du RD91 et, il y a deux semaines, j’ai demandé à l’EPAPS de me proposer d’autres hypothèses. »

Qu’en est-il dans les faits :
Le compte rendu de la réunion du mois de juillet (SQY / Systra) évoqué plus haut est édifiant. Un représentant de la ville de Guyancourt et un de la ville de Magny, qui s’y font entendre :
La Ville de Guyancourt s’inquiète de la voie diagonale qui coupe le quartier en deux parties et rappelle qu’un des principes retenus pour ce projet urbain était de détourner les circulations vers la RD36. Avec cette nouvelle voie, on semble offrir aux automobilistes un nouvel itinéraire qui ne permettrait pas de réduire les problèmes de circulation en amont.
L’EPAPS approuve le point de vue de Guyancourt et ajoute que cette nouvelle trame semble créer une voie « en Y » plutôt qu’un dévoiement. De plus, cette nouvelle trame viaire remet en cause les principes établis collectivement lors du dialogue compétitif.

La Ville de Magny-les-Hameaux rappelle la nécessité d’élargir le périmètre d’étude aux communes voisines afin de mesurer les impacts du point de vue de la circulation et de connaitre les itinéraires empruntés.

Mais rien de la part des 2 représentants de la ville de Voisins, silence radio ! alors que notre commune sera très fortement impactée, beaucoup beaucoup plus que Magny.

Nous ne pouvons pas en rester là. A l’évidence nous ne pouvons pas compter sur les élus de Voisins pour faire face à cette situation, problème de compétence ou manque de volonté d’aller au charbon ?
